Abhayam Sarvabhūtebhyo is convened by the United Ancient Indigenous Enlightened Sanatana Hindu Civilizational Nations (UAN) — the collective body of ancient enlightened civilizational nations working to restore and protect Sanatana Hindu Dharma worldwide. Within UAN, the High Commissioner for Refugees (UANHCR) is the dedicated humanitarian arm, mandated to shelter, protect, and rehabilitate the forcibly displaced. How It Works

From July 11, 2026 — applications are open and accepted globally. Anyone seeking refuge, or wishing to support the program, can apply immediately.

From Guru Purnima day (July 29, 2026) — official acceptance and integration into KAILASA campuses begins. Those given refuge will be accommodated at the KAILASA Guinea-Bissau campus under the refugee protection treaty signed between the governments of KAILASA and Guinea-Bissau, and cared for as per KAILASA's constitution.

A Living Inheritance of Sanatana Hindu Dharma

hayam Sarvabhūtebhyo — “I give abhaya, protection, to all beings” — is the single most powerful declaration in the entire body of Sanatana Hindu Dharma. Every sannyasi lives this vow at every moment. In the Ramayana (Yuddha Kanda), Sri Rama declares to Vibhishana: “Sakrideva prapannaya tavasmiti cha yachate, abhayam sarvabhutebhyo dadamyetad vratam mama” — “To anyone who surrenders to me even once, I offer fearlessness to all beings. This is my vow.”

The Manusmriti warns of matsya-nyaya — the law of the fish, where the strong devour the weak without protection. Kautilya's Arthashastra teaches that a dharmic ruler actively invites and resettles displaced people, offering them land, livelihood, and relief. The Swarna Siddhar of Swargapura Aadheenam gave refuge to all — even kings who lost everything to war — empowering them to rebuild their kingdoms. From that unbroken lineage, KAILASA carries the same vow forward today.

Anyone displaced from their home, safety, identity, or freedom — regardless of caste, creed, gender, race, nationality, or religion. This includes people fleeing war and armed conflict, religious or political persecution, natural disasters and climate emergencies, humanitarian crises and economic exploitation, and communities that have lost their temples, livelihoods, and sacred heritage. If you are seeking refuge, the doors are open to you.

Do I need official refugee status or papers to apply?

No formal refugee designation is required to register. The program is open to refugees who have crossed borders, asylum-seekers still awaiting a decision, and internally displaced people who remain within their own country. Apply with whatever documentation you have — the registration form will guide you through what is needed.

Do I have to be Hindu, or convert, to receive refuge?

No. Abhayam Sarvabhūtebhyo is offered to all beings without condition. Every individual is welcomed as Paramashiva and treated with sacredness and dignity, and each person retains full spiritual freedom and the right to preserve their own identity and heritage.

How do I apply?

Is there any cost to apply?

Applying for refuge under Abhayam Sarvabhūtebhyo carries no application fee.

When do applications open, and when can I actually arrive?

Applications opened globally on July 11, 2026 and are being accepted now. Official acceptance and integration into KAILASA campuses begins on Guru Purnima, July 29, 2026. Registering early means your case can be processed ahead of arrival.

What is provided once I arrive?

Far more than emergency aid — food, shelter, and complete security and protection, within a functioning living community rooted in dharma. Every individual is protected under KAILASA's constitution and international law, and is supported with the dignity, purpose, and spiritual freedom needed to rebuild their life.

Can I apply for my family, or only for myself?

Families are welcome — children make up 39% of the world's refugee population, and no one is asked to leave their family behind. Include every member of your household when you register so your case is assessed as one unit.
